Is the 'tamper' included? If not, do you sell them?

Can this product be laid on a wet surface (in the rain)?
Surfaces do not need to be completely dry when applying Rust-Oleum 5410 Asphalt Repair as it can be used on slightly damp surfaces due to the primer it is supplied with being tolerable to moisture but it won't tolerate 'wet' surfaces and application certainly isn't recommended during rain.
