Can I paint over it as if it were used as an undercoat? If so, should I use an oil or water-based fence paint? Will its effectiveness be impaired by painting over it?
You can apply a paint or woodstain over Blackfriar Exterior Wood Preservative Gold Star, if you have used clear then you should be applying a coating of some sort over the top to seal it in anyway, (the clear is not a stand-alone product). If the preserver has only recently been applied then a solvent based fence paint will be advisable, if it has been on for a few months and has weathered then either an oil or water based top coat could be applied. A top coat will not affect the performance of the coating.

Does this kill of woodworm and subsequently protect from woodworm
Blackfriar Exterior Wood Preservative Gold Star DOES protect against woodworm. It doesn’t soak all the way into a piece of timber to kill the beetles, it kills them when they eat their way out of the timber. (This is part of the natural life cycle of the beetles). Any beetles that land on the timber to eat their way into it will also be killed. The insecticide in the preserver is poisonous when ingested by wood boring insects.

Is Blackfriar Wood Preservative Gold Star safe to use on the outside of a shed with birds inside?
The product would only affect the birds while wet, so as long as the birds aren't able to get to the Blackfriar Wood Preservative Gold Star while it is still wet then it won't affect them.
