Can I use it on my concrete drive which is under a carport , it was painted once before but is wearing off.
No, we would instead recommend Rust-Oleum Tarmacoat.

does this paint need a sealant on top of it if it's being used in a bathroom?
We don't recommend this product be used in a bathroom at all.
